I think the thread should have a close topic and animes are only added by ADF Leaders and Mods to prevent Spamming...(since they are the most accurate in what's been around)
Well, basically put, you're asking for a "Anime Discussion Forumer's Choice of Anime"-ish subforum, where all of the anime that has been rated popular go in that section. But, like what I said before, "Too many subforums will only confuse people more.", and might actually result in a dead sub-forum, which nobody likes.
I also don't think we need have an absolute need for a subforum like this, mainly because this thread: Top Ten Anime
is actually more or less what you're suggesting already, this thread has a list of animes that people thought were very enjoyable, along with some mini "reviews". Now, it's not that hard to see what anime is popular among the people around this forum if you can see that there are at least 2~3 titles that have been mentioned by a majority of people in that thread.
It's not a bad suggestion, if truth be told, but I don't see a compelete need for a subforum like this.
If, however, I have misinterpreted your suggestion completely, feel free to tell me.

More topics = more fun. There isn't much of a need to actually stamp out all the "recommend me an anime!" threads, in fact, you don't always have to be a complete newbie when it comes to asking for recommendations. Sometimes, you might want to just hear other's opinions on what kind of animes would suit one's (anime) tastes.
